Mobile Enforcement

EFKON's Mobile Enforcement unit is part of a comprehensive enforcement concept with the main focus on mobile random control and detection of violations, and upon active search for vehicles with a recorded violation. The unit consists of a fully equipped vehicle with the necessary components to perform these tasks on several road types in mobile and stationary mode. The manned unit is designed to be staffed with two persons, e.g.  a police officer and one representative of the Service Provider.

Main Benefits of Mobile Enforcement

  • Compared to stationary automatic enforcement there is the advantage of the „surprise effect“, since checks can be performed at any place and at any time
  • Mobile enforcement is able to „float“ with the traffic to check vehicles for toll charge payment
  • Mobile enforcement is suitable for immediate avengement of detected violations, i.e. violators are separated from freely flowing traffic and directed to places where the violation is surveyed locally
  • reliable data
  • Safe communication and transmission
  • Emergency strategies in case of power loss and poor communication
  • State-of-the-art technology

Portable Toll Enforcement Solution

PORTES is a portable system for a number of enforcement applications. Being portable the system is small, lightweight and easy and quick to setup, yet rugged and robust even in harsh environments. It is intended for use on bridges, gantries, poles and even from the road side. Despite its portability it delivers highly accurate data and detects vehicles reliably. With its modular and flexible architecture, PORTES can easily be adapted to each individual application. Typical components are a vehicle detector, a camera, a flash and some component for detecting offences.

Available camera components range from standard 1.4MPixel to high resolution, high speed 11MPixel cameras. In an overhead bridge or gantry mounted configuration a 1.4MPixel camera delivers single lane high resolution images with outstanding quality suitable for automatic number plate recognition (ANPR). Higher resolution 4MPixel and 5Mpixel cameras are available for taking side shots with sufficient resolution to read the number plates. Side shots are also required for image based vehicle classification and axle counting. A side mounted system is also less visible and distracting for the drivers. The highest resolution 11MPixel camera resolves even details as small as 1mm on the windshield while overlooking a full lane.

To ensure sufficient image quality even at night time a non-distracting flash can be selected. The available flashes are adaptations of the successful AE IAF series; both infrared and ultraviolet as well as combination flashes can be selected. Red or blue number plates are no longer a problem. For tolling scenarios digital short range communication (DSRC) options are available. Infrared as well as microwave technologies can be employed depending on the onboard units (OBU) in use.

Most tolling schemes require vehicle classification. Depending on the class, a different toll is due. Vehicle classification is done based on the acquired images and information from the laser detector. Axle counting can be performed from the image. Classification schemes can be adapted and trained to the individual needs of the application. The laser provides excellent data for classification and preselection.
