Toll enforcement has the target to collects roadside data from vehicles that are under suspicion and to check the the correct operation of the toll system.

Toll enforcement is accomplished by means of stationary toll enforcement systems which are positioned in strategic locations, and mobile enforcement which is performed by patrolling vehicles. Vehicles are equipped with the means to communicate from car-to-car. The OBU has an active infrared communications module which allows long distance directional communication across several lanes and to hand-held units.
