The
cost of implementing in-vehicle
devices
for Wide Area Road User Charging Systems is more favourable than constructing an
infrastructure based system at “every corner.”
The
payment system may operate on a set of basic
parameters, for
instance:
-
Vehicle
Class
(Weight, Environment, Trailers, Axles, etc.)
-
Distance
Driven
-
Place
Driven
(Corridor, Zone, Coordinate, Change of Tariff after Crossing Borders
etc.)
-
Time
(Time of Day, etc.)
-
Other
(e.g. current air quality) Basically
all business
models can
be implemented:
-
Corridor
based
-
Cordon
based
-
Wide
area pricing
-
Congestion
pricing
In
an Autonomous On Board System, an On Board
Unit (OBU)
is mounted on the windscreen or rack-mounted in a radio slot, not
only under the dashboard. The OBU could be equipped with several
sensors
(e.g. GPS, tachograph connection, gyroscopes). The toll amount is calculated
autonomously.
There is no
interaction with any infrastructure
required.
Enforcement is
accomplished by means of stationary
toll enforcement systems which are positioned in strategic locations, and
mobile
enforcement which is performed by patrolling vehicles. Vehicles are equipped
with the means to communicate from car-to-car.
The OBU has an Active
Infrared communications module
which allows long distance directional communication across several lanes and to
hand-held units.
EFKON
provides the entire front-end and backend systems as a turnkey
solution.
